His areas of knowledge include managed care systems, medical coverage, ancillary and voluntary benefit offerings, and Section 125 cafeteria plans.

His accomplishments include managing the operations of a multi-state third party administrator, negotiating reinsurance commutations, oversight of marketing for a managing general agency, and the identification and codification of best practices in healthcare.
“We are pleased to have Mr. Gilbert in the position of Executive Director,” commented Board Chairwoman Barbara Smith Campbell. “Mr. Gilbert is poised to lead the Exchange through the upcoming transitions and ensure that Nevadans are able to effectively sign up for quality health insurance through Nevada Health Link.”
Gilbert takes over the post vacated by Jon Hager who resigned in February amid "technical glitches" with the website.
The board recently decided to dump Xerox, the company contracted to build and maintain the website and join the federal healthcare website.
