NORTH LAS VEGAS (KSNV -- North Las Vegas police are urging a woman who abducted her daughter to take the 3-year-old to any Las Vegas Valley hospital.

Shelly Mitchell, 35, who does not have custodial or parental rights, abducted Katies Battle on July 5 while her daughter was having a birthday party with her foster family.

North Las Vegas police held a news conference today to urge Mitchell to take her daughter to a hospital.

"She has been communicating through the news media and her Facebook page about health concerns she has for her daughter," Officer Aaron Patty told News 3. "If her allegations of abuse are true she needs to take her daughter to a hospital for possible medical care. She can turn her daughter over at the hospital."

Patty said Mitchell had meetings scheduled with police for her to bring her daughter, but she has not shown up, Patty said. "She has been talking with us and Child Protective Services. She is so far playing games with us."

Sgt. Chrissy Coon said police had been communicating with Mitchell since Katies’ disappearance but that communication ceased on Saturday. Mitchell had told police that she took Katies because she believed the girl was in an abusive situation in foster care.

Because Mitchell stopped communicating with police, they cannot confirm the child has not been harmed.

Coon says the fact that she will not turn Katies over or file a report documenting her health allegations diminishes her credibility, Coon said.

Police said they do not have evidence to cause them to think Mitchell would harm her daughter, but, if she does not cooperate, Mitchell will probably hurt her chances of having parental rights restored, Coon said.

Katies has been living with a foster family for 18 months. Her parents lost custody of her for undisclosed reasons.

Last Saturday, Katies was visiting her biological father during a weekend visit approved by CPS for the girl's birthday party.

It was a party police said Mitchell was not invited to. She apparently took the girl shopping to get her shoes, saying it was approved by her ex-husband. Mitchell did not bring the girl back.

Police said Mitchell has a criminal record dating back to 2006 that includes multiple drug-related arrests, theft and burglary charges.

Anybody with information is urged to call the North Las Vegas Police Department at (702) 633-9111 or Nevada Child Seekers at (702) 458-7009.
