State Health Exchange board not happy with Xerox report

LAS VEGAS (KSNV & MyNews3) -- The Silver State Health Insurance Exchange board accepted a 91-page report that dissected its enrollment operation, which is run by the Xerox Corporation.

Board members didn't like what they read.

The assessment was done by Deloitte, who went through Xerox's system, the Nevada Health Link enrollment operation, and found a lot of problems.

"The report seems overwhelming to me and I really am not hearing anything that all of these issues are going to be resolved," said board Vice Chairwoman Lynn Etkins.

The next open enrollment period is November 15th and that worries board members.

"Can this be done?" Etkins asked.

Xerox says it is working to address these issues, and is up for the looming deadline.

"We're confident that we can continue to make progress and set 2015 up for a very different stage and basis than 2014," said David Hamilton, Director of Help Desk Services for Xerox Corporation.

"The report showed to me that there are really some fundamental flaws [...]" said Barbara Smith Campbell, chairwoman for the Silver State Health insurance change, "And I think led me to the conclusion that the system that Xerox has right now is fairly fragmented and the project management side to it seems to me to be fairly immature."

She and other board members want results. They found the problems in the report vindicating, but also troubling.

Xerox is expected to respond to this report and show how they're going to remedy this situation next week.

Meanwhile, the exchange board adopted next year's per member per month fees to just over $13. This helps pay for basic operational costs.

The next board meeting is next Thursday.
