LAS VEGAS (KSNV – In what they call a case of domestic terrorism, the Las Vegas Metropolitan Police Department has arrested two people they say were plotting to capture and kill a police officer.

Police say David Allan Brutsche, 42, and Devon Campbell Newman, 67, face charges of conspiracy to commit murder; conspiracy to commit kidnapping; and attempt first-degree kidnapping with use of a deadly weapon.

Metro says Brutsche and Newman were part of a Sovereign Citizen movement. Sovereign citizens say they distrust the government, and those who claim sovereign citizenship claim they do not answer to U.S. laws.

The police report says the two planned to kidnap an officer and place that officer in a makeshift jail.

The officer would be tried for treason and civil rights violations and then executed.

Brutsche and Newman have been under investigation since April. They met with undercover Metro police approximately 30 times during that period.

They were arrested Tuesday.
