The Silver State has had many historic legal differences from the rest of the country - gambling, prostitution, and liberal divorce laws, for example. Prize fighting was prohibited nationwide until state legislature made the change for one specific fight in 1897.

and explains that when fights were finally legal in New York and elsewhere, organized crime moved in, law enforcement cracked down, and promoters looked for some where to start fresh.
