Use of Force co-chairman resigns, says process 'flawed'

LAS VEGAS (KSNV – The co-chairman of Metro’s Use of Force Review Board announced his resignation this morning, citing that he “can now no longer continue to participate in a process I now view as flawed.”

The action from Robert Martinez comes nearly a week after the Board had a meeting closed to the public. That meeting occurred after Sheriff Doug Gillespie opted for a suspension for Officer Jacquar Roston.

According to a report in the Las Vegas Sun, the incident in question happened Nov. 11 while Roston was responding to a domestic violence call in the eastern valley. A woman called 911 to report that her ex-boyfriend had beaten her and damaged her vehicle, police said.

When police arrived, the woman exited the vehicle and her ex-boyfriend remained inside. As Roston was speaking to the ex-boyfriend, he shot the man in the leg, police said. The man suffered injuries not considered life-threatening.

The Board recommended Roston’s dismissal in April. But, according to the Las Vegas Review-Journal, during his pre-termination hearing a month later, Roston took responsibility for his actions. That board recommended a week-long suspension, and Gillespie agreed with them.

“With all these facts and opinions as evidence, you decided to set that information aside and render a decision that again supports the employee and ignore the conclusions of members of the civilian population specifically assigned to scrutinize these matters,” Martinez said in the resignation letter.

An updated Use of Force Review Board was announced to the public in July 2012.
