LAS VEGAS (KSNV MyNews3) -- It is a state law: Get a DUI, and a judge orders you to attend what's called a Victim's Impact Panel.

It's supposed to be a wake-up call for offenders, but News 3 found out some offenders could care less.

Coming Tuesday: We will have a prime example of what police deal with when a woman hears from victims for the second time, and police say she drove there drunk.
Law mandates offenders attend Victim’s Impact Panel classes; it also requires they show up sober.

For two months, News 3 went undercover with the tip that some offenders show up drunk or high.

Police say offenders are there to hear stories of tragedy from family members of victims, how a DUI destroyed their lives as they know it

Inside the panel classes, there were stories of loss. But outside -- and within only seconds of turning a camera on -- one DUI offender gave a prime example of what police face in driving the message of DUI prevention home.

The woman reeked of alcohol. Soon, she submits to a breath test.

She's busted and registered a blood alcohol content of 0.13 --- the equivalent to three to five drinks, according to Stop DUI. Another participant also was ejected after failing a breathalyzer.
